Closes #281.

Summary

  • Removes the capability-block MCP tool from the supervise sidecar and rejects old calls as unknown tools.
  • Deletes the Docker capability_apply.py module and capability-specific supervisor CLI handling.
  • Stops staging and mounting the unused /etc/bot-bottle/current-config directory for agents.
  • Updates unit tests for the reduced supervise tool set.
