Tracking issue for PRD 0069 (docs/prds/0069-firecracker-native-docker-free.md).

Make the Firecracker backend depend on firecracker + KVM only — no host Docker daemon, no root-equivalent docker group. Staged: (1) persistent per-host sidecar, source-IP-keyed; (2) nix-build the fixed rootfs images; (3) build user Dockerfiles in a builder VM (the unlock for rootless launch); (4) sidecar/builder as Firecracker VMs.

Driven by resource cost + operational simplicity, and unblocks the paused minimal CI-runner work (a dedicated runner user can't be unprivileged while Docker is required). Subsumes #347 (rootless rootfs ownership).
