If a bottle is around for a while, the manifest might break. Having that failure block use of an unrelated bottle is annoying/adds user friction. Bottle and agent manifest should only cause a parse failure on the preflight confirm step/the user should be allowed to select and name the agents in cli without validating the manifest.
