Integration tests now select their backend from BOT_BOTTLE_BACKEND and
skip on the capability that backend actually needs, instead of gating
every backend on unrelated Docker availability.

Task 1 — backend-agnostic guards (tests/_backend.py):
- Capability probes: docker_capability() (reachable daemon) and
  firecracker_capability() (accessible /dev/kvm + firecracker on PATH,
  Docker-independent). backend_capability()/selected_backend() resolve
  the target from BOT_BOTTLE_BACKEND (default docker).
- skip_unless_selected_backend_available() for backend-agnostic tests
  (test_sandbox_escape) — runs through whichever backend is selected and
  checks that backend's real capability.
- skip_unless_backend("docker") for Docker-implementation tests
  (DockerBroker, DockerGateway, backend.docker.*) — they no-op under a
  non-Docker run rather than testing internals that run doesn't target.
- Retires tests/_docker.py; the KVM job no longer needs SKIP_DOCKER_TESTS
  to steer Docker-only classes.

Task 2 — explicit per-backend skip visibility:
- tests/backend_preflight.py prints a clear PASS/FAIL capability line and
  exits non-zero when the selected backend is missing.
- Both integration jobs run it as a preflight, so absent infrastructure
  is surfaced at the job level instead of hidden among unittest.skip
  lines. The docker job replaces its soft "Show environment" step; the
  firecracker job keeps its richer backend-status check.

Docs (tests/README.md, docs/ci.md) updated; unit coverage for the probes,
guards, and preflight in test_backend_skip_guards.py.

Closes #414

didericis ea1fbeeaa0 refactor(gateway): fail closed without an orchestrator URL; drop stale single-tenant comments
Follow-ups from the #402 review of the single-tenant data-plane teardown.

- egress_entrypoint.sh: refuse to launch mitmdump when
  BOT_BOTTLE_ORCHESTRATOR_URL is unset, so the fail-closed guarantee no
  longer rests solely on mitmproxy's errorcheck addon exiting on the
  addon's load-time raise. A misconfigured gateway can never come up as
  a bare TLS-bumping open proxy with no policy.
- orchestrator/gateway.py: ensure_running() raises GatewayError on an
  empty orchestrator URL — a URL-less launch would only crash-loop the
  now-resolver-only daemons (egress raises, git-http exits 1, supervise
  exits 2). The env-injection branch is now unconditional.
- Drop stale "single-tenant" / "reads routes.yaml" comments in
  gateway.py and egress_entrypoint.sh, and the /etc/egress/routes.yaml
  layout line in Dockerfile.gateway.
- Tests: gateway fixtures supply an orchestrator URL; add a
  refuse-without-URL test and assert the URL env is injected.

didericis 00418a2834 refactor(orchestrator): rename Sidecar -> Gateway for the consolidated data plane
Retire "sidecar" for the consolidated per-host path (PRD 0070 naming
decision): the orchestrator is the umbrella/control plane, and the
egress/git/supervise data-plane unit it runs is the "gateway".

- git mv sidecar.py -> gateway.py and the two integration + one unit test
  files; DockerSidecar->DockerGateway, Sidecar->Gateway,
  SidecarError->GatewayError, SIDECAR_*->GATEWAY_*, ensure_sidecar->
  ensure_gateway, sidecar_status->gateway_status, container name
  bot-bottle-orch-sidecar->bot-bottle-orch-gateway.
- Prose rename across broker/registry/egress/policy_resolver + PRD 0070.
- Preserved: the image name bot-bottle-sidecars, the
  BOT_BOTTLE_SIDECAR_IMAGE env var, Dockerfile.sidecars, and PRD 0069's
  own stage-name cross-references (that doc still uses "sidecar").

No behavior change. Full unit suite green (1679 tests; the 13
test_sidecar_init /bin/sleep errors are pre-existing NixOS-local noise).
