docs(prd): mark merged PRDs as Active

Flip Status: Draft -> Active for the 22 PRDs whose work has shipped to main. Leaves the terminal-status PRDs unchanged: 0007 and 0010 (Superseded) and 0014 (Retargeted) were replaced, not shipped as-is. 0027 stays Draft — its PR (#95) is not merged.
